Taiwan has opened the futures market to Qualified Foreign Institutional Investors (QFIIs) and overseas Chinese and foreign nationals in 2000 to engage in futures trade for hedging purpose. In 2003, the government further relaxed the restrictions  on foreign investments in our securities market and cancelled the QFII system. As a result, foreign institutions that intend to invest in Taiwan securities market only need to register with Taiwan Stock Exchange (TSEC) instead of applying to the SFB for approval. In concurrence with the policy change, the competent authority also modified the "Guidelines for Futures Trading by Foreign Institutional Investors and Overseas Chinese and Foreign Nationals Within and Outside ROC Territory" into "Guidelines for Futures Trading by Overseas Chinese and Foreign Nationals". 1. Foreign institutional investors within and outside the Republic of China (ROC)

Referring to corporations established and registered outside the territory of ROC according to the local laws and regulations, or branch office of a
foreign corporation established inside the ROC.

2. Overseas Chinese and foreign nationals within and outside ROC Referring to individuals residing inside the ROC and having Overseas Chinese Certificate or Alien Residence Permit, or overseas Chinese and foreign nationals residing outside the ROC.
